Boston, MA -- (SBWire) -- 01/06/2014 --BMI's view is that Romania is caught between two conflicting strategic aspirations. On the one hand, the country has joined NATO and wishes to become an active member of the Alliance. Allied to this is its progressively improving relationship with the United States. On the other hand, a lack of funding has slowed defence modernisation, leaving much of its Cold War-era equipment and procedures in place.
To address the structure and equipment standard of its armed forces, the country has embarked upon an impressive modernisation initiative. This includes the procurement of new platforms such as new combat aircraft, vehicles and ships. Yet available funding to procure such items has been lacking, and it remains unclear as to when this situation could rectify itself in the future.

As at the time of writing (November 2013), Romania is preparing for parliamentary elections which are due on 9th December. Polls indicate that the ruling Social Democrat party, and its leader Prime Minister Victor Ponta will perform well. However, in recent months, the enthusiasm of the Romanian population for the European Union (EU) has waned: Much of the unpopularity maybe to do with the lack of performance of the Romanian economy and the prospect that the country may have to pay fines pertaining to an International Monetary Fund loan which it had secured.
Construction has commenced at the air base which will house the surface-to-air missile interceptors, a key part of the US-NATO European Phased Adaptive Approach ballistic missile defence initiative. The facility is being constructed at Deveselu airbase in southern Romania.
