HB/SB 76 would not get rid of municipal or county property taxes and school districts could keep collecting real estate taxes to pay off existing debt (which is usually issued as 20-year bonds). The Pennsylvania Association of School Business Officials even ran an analysis. They came to the conclusion that only 2 percent of school districts could eliminate their tax levies. Furthermore, the association also found that the $2.7 billion in property taxes paid by Pennsylvania businesses will instead be collected in the form of higher personal income and sales taxes for individuals.
