Keith J. Williams Law Informs Animal Owners of Act 10 A.K.A. "Libre's Law"

 

Doylestown, PA -- (SBWIRE) -- 08/25/2017 -- Signed by Governor Tom Wolf on June 28, 2017, Act 10, commonly referred to as "Libre's Law," will go into effect on August 28, 2017. It makes the act of maiming or killing an animal a felony. Keith J. Williams, Esq, a drunk driving and criminal defense lawyer who serves Warminster, PA, wants animal owners and citizens everywhere to be aware of this new law. While he doesn't condone the acts that fall under Act 10, he knows that the accused party should always be entitled to a defense.

The new Pennsylvania statute expands the state law to protect animals like birds, fish, and agricultural animals unless they are being utilized for agricultural purposes. For example, animals should have shade when staying outside, but that doesn't apply to herds of livestock that normally graze in an open field.

It also imposes new tethering restrictions that apply to confining dogs outside. A dog owner cannot leave said tethered dog outside for more than nine hours, and he or she cannot have the dog outside for more than a half-hour unless it is below 90 degrees or above 32 degrees. The dog must always have access to both water and a place of shade, and its leash must be at least 10 feet long or three times the length of the dog while wearing a swivel collar allowing the dog to move freely.

If a dog is tethered outside in an area with excessive waste, has open sores or wounds, or is tethered by a tow or log chain or a choke, pinch, prong or chain collar, the owner can be charged. Last, but not least, the law grants civil immunity to veterinarians, humane society officers, and veterinary technicians when it comes frivolous lawsuits that involve reporting animal cruelty.
