Retailers other than health and beauty specialist retailers, if they have an employee with an optician?s diploma, are now authorised to sell eyewear that needs a prescription.

Competitive Landscape

Spectacles is a fragmented category with more than 20 players operating within it. Among the leading operators, ranked first is Luxottica France SARL with an 11% value share, followed by Essilor International SA with 7%. Luxottica France SARL was the leader of spectacle frames and sunglasses throughout the review period. The company enjoyed strong brand recognition and loyalty thanks to leading brands such as Ray-Ban, Oakley and Persol. However despite leading sales, its share declined in 2013 as a result of competition from other players. Essilor International SA led spectacle lenses. This well-established company has a strong position thanks to its ?Made in France? production.

Industry Prospects

The key story over the forecast period will be the changes in legislation that are expected to lead to a reduction in unit prices of spectacle frames and lenses. In May 2014, the French Government announced a cap for private health insurance reimbursements. The reimbursement for a simple pair of spectacle frames and lenses is limited to ?450 until 2015, and there are some rumours that this cap will progressively reduce until 2018. According to trade sources, such a reduction could impact demand for spectacle frames, at least the most expensive ones. This is because at the end of the review period consumers were almost entirely reimbursed on the purchase of complete spectacles (frames and lenses) though the support of social welfare and private health insurance. With reimbursements being reduced, it is likely that people will seek to purchase lower-priced spectacle frames. The industry also believes that to compete for sales retailers will offer less expensive foreign brands of lenses that come from Asia, rather than the more expensive domestic brands, such as lenses produced in France by Essilor International SA.
