The Portuguese footwear industry is separated into two major areas: consumption, which is characterised by high levels of low range, not predominantly leather import products; and production, which features upmarket footwear, essentially leather and targeting foreign countries. For this reason, national producers have not been impacted by austerity measures that have led to reductions in national consumption, but only by those that affect them directly, such as the tax level.
