Retail volume sales of cigarettes continued to decline in 2012, registering a 4% drop. This maintained the downward trend witnessed in 2009, when volumes decreased by 9%, due to historic increases in tobacco taxation. The Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA) increased the federal excise tax on cigarettes to fund the State Children's Health Insurance Program (SCHIP).
