BMI's view that new taxes on telecoms services will have a negative impact on the sector played out in the second half of 2013, with mobile market leader Vodacom revealing an 86% increase in corporate tax for the six months to September 2013 compared to the same period in 2013. Although the government is introducing measures to relieve the pressure on operators, we retain the view that the country's fiscal policies will shape operators' network investment strategy in 2014 and beyond in view of the need to maintain an acceptable level of profitability amid rising costs and declining revenue growth. All four of the leading mobile operators in Brazil have reported a positive response to the launch of 4G LTE services since H113, boosting subscriber growth to 1.310mn by the end of the year. This has come at the right time for the mobile market, which has seen growth slow down considerably, as it reaches a saturation point. Opportunities for revenue growth will come from the value-added services such as M2M and m-commerce as the market matures beyond a prepaid centric environment of subscription acquisition maximisation. In the Q2 2014 update, BMI has added Myanmar to its Cambodia and Laos quarterly report, as we look to expand our coverage of the recently liberalised market. Myanmar is set to be one of our key markets to watch in 2014, as one of the remaining frontier markets, it provides huge opportunities to mobile operators, handset developers, tower companies, mobile money services and infrastructure providers in order to rapidly cater to a 60mn strong population. The task will require huge amounts of investment from the existing companies MPT and YPT, and more importantly from winning bidders Ooredoo and Telenor. This is in contrast to Cambodia and Laos, where opportunities are limited due to a developed mobile sector but low purchasing power. This has created a situation where penetration has surpassed 100% and yet moves to higher-value 3G/4G technology or even postpaid subscriptions remain difficult as ARPU levels are among the lowest in the region and the world. Vimpelcom has already chosen to exit Cambodia with Laos anticipated to follow, while Thaicom's Cambodian unit filed for insolvency. The outlook for the wireline sector is not much improved as too many competitors and lack of investment create further unfavourable positions. The contrast between the opportunities in Myanmar against the stagnation in Laos and Cambodia is one which will be a common theme throughout our forecast period to 2018.
