The outlook for Canada's oil and gas industry is still a positive one, though its upstream potential needs more support from the community and the government for infrastructure development. Indeed, challenging project economics could slow the growth of oil-sands driven production, weighing on total hydrocarbon output. That said, while this acts as a significant downside risk, we also note risks to the upside as well, with potential for exploration in the country's offshore acreage and unconventional resources to unearth more oil and gas reserves to support the country's long-term growth prospects.

Despite the release of key port infrastructure and the return of production from the major El Sharara oil field, ongoing political instability and recurrent production shut-ins will continue to weigh on overall oil and gas production levels, constraining attempts to ramp-up export capacity. Over the longer term, reservoir and infrastructural damage due to repeated outages, weakened investor sentiment and a deficit of greenfield investments will combine to lower the country's sustainable output levels.

While the November 2013 interim nuclear agreement was a positive development for Iran , it does not allow for additional oil sales. Based on the assumption that the current international sanctions regime remain s in place, production will stay close to its current 3.3-3.4 mn barrels per day ( b/d ) level in the short-to-medium term . Upside risk to production and exports exists from a hypothetical lifting of sanctions . However, a significant ramp-up in production and exports to pre-sanction levels would take (at the very least) three to four years from when sanctions are lifted. Years of underinvestment, maturing oil fields and a lack of field and well maintenance has damaged fields, possibly permanently destroying some of the country's production capacity. Gas production has been slowly edging higher. However, similarly to oil, a lack of access to capital and technology will prevent production to ramp-up sufficiently to meet galloping demand. This will translate into increasing gas shortages.

Efforts to slow the decline rate of Norway's oil output are beginning to pay off, with the country registering a drop of 5. 1 % in 2013 over 2012. Despite this being less than previous years, Norway still registered its 12th consecutive year of oil decline. The gas outlook offers more stability with production expected to stabilise at over 100bn cubic metres (bcm) a year over the forecast. The country's excellent operating environment, combined with strong prospectivity in both mature and frontier basin areas are sustaining interest in the hydrocarbon sector. This is expected to drive a return to oil production growth by 2019. However, we note that growing industry costs, combined with limited incentives to develop marginal fields and improve recovery rates, could hinder investment and production growth over our forecast .

There are glimmers of hope in the upstream oil and gas segment, with the Ascent -operated Petiovci tight gas scheme capable of improving near-term energy self-sufficiency and slowing the rate of growth in gas imports. The project is currently in the detailed permitting phase, facing unexpected slowdowns due to the lack of an established Slovenian regulatory infrastructure and new EU tendering obligations the country adopted in 2013. However, overall volumes are likely to be relatively modest, with imported Russian gas set to dominate supply for the foreseeable future. Slovenia is opposed to proposals for an Adriatic LNG terminal that is backed by Italy. This puts the country at odds with EU energy policy in the region.

South Africa's oil and gas sector is set for growth, as an upsurge in exploration and the increasing prospectivity of the country's offshore acreage point towards considerable upside potential for the country's long-term upstream prospects. The country also has vast unconventional resource potential, and with growing political support lifting the moratorium on hydraulic fracturing, we could see shale development permits issued as early as H1 2014. However, the passage of the mineral and petroleum resources development bill has caused widespread unease in the industry, and deep regulatory uncertainty may cloud the country's long-term oil and gas outlook, unless the government can offer greater clarity to potential investors.

The installation of the el-Sisi government has improved investor sentiment in Egypt, which has been troubled by political and social instability. We anticipate a more stable environment for operators and investors over the coming years, though highlight uncertainties still persist.
