BMI View: For a country keen to wean itself off of fossil fuels, the decision to phase out nuclear energy represents a fresh and unwelcome challenge. Gas consumption seems certain to grow more quickly than expected as demand for power rises - until the energy void can be filled through the expansion of renewable sources. Refining capacity is being scaled back to do disappointing returns, so Germany must reduce its consumption of oil products in order to avoid becoming overly dependent on costly imports.

Overall, consumption of fish and seafood was impacted by the growing demand of convenience over the review period. Consumers looked for fish that was easy to cook and good for health. However, the lack of natural resources, partly driven by a rising consumption of fish and seafood in France resulted in more imports with an impact on retail prices. As a result, the fragile economic climate led consumers to opt for more elaborated products at lower retail prices, hence a total volume decline...

BMI's Taiwan Defense and Security Report for Q3 2012 examines the country's strategic position in the Asia-Pacific region. It provides an overview of the contemporary geopolitical challenges facing the country, and the challenges it may face in the future. The report examines the trends occurring in Taiwan's current and future defense procurement, and the order of battle across its armed forces. The intention is to provide a clear and concise discussion of these issues. The report's general conclusion is that the re-election of Kuomintang President Ma Ying-jeou in early 2012 has paved the way for the continuation of relatively warm cross-strait relations, giving the island confidence about its security outlook for the next few years at least. However, Ma's promotion of good relations with China has led to accusations that he has been neglectful of national defense. Perhaps to counter this criticism, Taipei has increased its defense budget for 2012 and is now looking to move forwards with some key defense programs, notably submarine and fighter aircraft procurement. However, China's influence also makes it awkward politically for the US to supply Taiwan with advanced weaponry. As a result Taiwan will continue to depend on the US for only some of its security needs, while also having to develop what it can domestically. Over the last quarter BMI has revised the following forecasts/views: ???? An ambitious new project to develop new submarines domestically has already run into difficulty, with the Ministry of National Defense pouring cold water on a proposal by a Taiwanese shipbuilder to entrust it with the submarine program. Lawmakers attacked the MND for failing to support local industry in its attempts to manage the program, but the fact remains that Taiwanese firms lack the expertise needed for the construction of submarines. ???? New complexities have been added to Taiwan's F-16 program, with the US House of Representatives voting in May to sell the island at least 66 new F-16s. The Obama administration had previously refrained from doing this for fear of provoking China. Taiwan was already engaged in negotiations about an upgrade program for its existing F-16 fleet, which lawmakers have criticized as being overpriced. The prospect of new aircraft may now encourage Taiwan to defer a decision regarding the upgrades. ???? The prototype of a new class of missile fast attack craft was commissioned in May, meaning that an important naval program is now ready to begin. Up to 12 stealthy catamarans will be built as part of an US$853mn project. Taiwan Defense & Security Report Q3 2012 © Business Monitor International Ltd Page 6 ???? Supersonic HS-3 anti-ship missiles are starting to be fitted to Taiwanese naval vessels. These represent a powerful new deterrent against Chinese forces.

South Korea's trade performance took a hit going into the second half of 2012, with the country's freight industry badly positioned as a result. Exports collapsed 8.8% year-on-year (y-o-y) in July while imports saw a slippage of 5.5%, adhering firmly to the broader downward trajectory. Following the consolidation in export activity that began in early 2011, we are now likely to witness a protracted period of contraction in export performance as the global economy continues to weaken going forward. South Korea's main ports of Busan and Ulsan will both be adversely affected by a slump in external demand and, therefore, both will see less throughput this year compared to recent times.

BMI remains cautiously optimistic on the Mexican freight transport sector. While we expect slowing external demand to begin to temper economic growth in Mexico toward the latter half of the year, the country's economic expansion will remain well anchored by fairly solid private consumption and rapid investment growth in the wake of the recent presidential election. This should help support freight transport volume growth. We project growth in all the freight modes we cover in 2012, with road freight the outperformer. This is predicated on consistently strong NAFTA volume growth through the first half of the year. For shipping, the increased involvement of international terminals operators such as APM Terminals underlines the potential of the sector in the years to come.
